The Gulf Cooperation
Council (G. C. C.) has become a regional structure with a prominent
influence and an outstanding role in serving the citizens of the six G.
C. C. countries. It has even developed to be the heart of the Gulf body
which enjoys the vitality of its various attached institutions,
including the Post Executives Committee. Through regular meetings, the
Post Executives Committee coordinates among postal departments. As such,
relations have been reinforced and have advanced towards broader
horizons through co-activities aiming at the realization of welfare of
citizens, strengthening of communication, elimination of all obstacles,
facilitation of movement and exchange of co-utilities.
The 15th
Post Executives Meeting, hosted by the Sultanate of Oman on 4 and 5
December 2004, offered an excellent opportunity for discussions and
consultation regarding the development of postal activities. The General
Postal Corporation (Q-Post) had a key role in the enrichment of the
discussions, presentation of development proposals and enhancement of
cooperation among the members. The discussions, which took place on the
raised issues, were highly objective. The most remarkable of these
issues were the concept of a mechanism for the Postal Services Trade
Agreement, the Project of Reformulating the Articles of the Universal
Postal Union Agreement and exchange offices outside regional
territories. The Executives, further, discussed the licensing of express
mail practice for private sector companies, the use of the internet for
such services and the tracking of dispatched items.
The restructuring of the Post Committee is an important issue, which will
help develop work procedures. The planning to issue a Gulf postal stamp
on the occasion of the G. C. C. Silver Jubilee is an indication to the
importance of this structure and its role which goes far beyond its
regional milieu so as to contribute internationally to the stability and
cooperation among countries.
Unquestionably Qatar plays a recognized pivotal part and hosts numerous
international conferences, which reflect its capability to organize such
events and the stability it enjoys. This is but the outcome of the
prudent policy of our wise leadership and its determination to maintain
the prominent status of our country and its contribution to the
international community and its G. C. C. milieu. Out of these
principles, Qatar will host the G. C. C. Post Executives Meeting in 2005
and we are determined to make it a success for the benefit of all
concerned parties.
